The Council of Elders, as its name implied, was an assembly of retired statesmen and seasoned advisors who voted on crucial matters when summoned. This wasn’t an everyday occurrence, but when called upon, their decisions carried immense weight in shaping policy.
The imperial court consisted of two primary groups. The first comprised regular ministers—individuals from various walks of life, whether civilians, nobles, or soldiers—who held no political influence beyond their official roles. The second group included members of the Council of Elders. These individuals were not only experienced in governance but also held an advisory status that elevated their influence significantly.
Most elders were no longer active in official positions. Many had once led departments or carried great responsibilities, but age or circumstance had prompted their retirement. Despite this, their influence didn’t diminish. If anything, it grew as their connections and experience
