Toby lowered his head. He glanced at Lily without saying a word, worried she would be angry. After all, Lily had told them not to go around treating people at random.
When Lily wasn't around, he and Tilly would occasionally bump into patients who needed treatment, and they would secretly help them. However, it was a rare occurrence.
This time, Tilly just really liked that emerald, and Toby thought the emerald was nice too. More importantly, the moment he saw it, he felt like it was meant for him. It made him feel a sense of appreciation, so he agreed to treat the owner's mother to get his hands on the emerald.
When Lily saw him like that, she knew she was right on the mark. "Go take a look, then. Call me if you have any problems."
Toby immediately glanced up. "Huh? You're okay with it, Mommy?"
Lily nodded. "Yes. You can help me get rid of a few headaches while you're at it."
Toby knew what she was talking about. He immediately perked up and replied, "Don't worry, Mommy. I promise I'll get this done."
Having received Lily's approval, Toby happily followed Arthur and Tilly upstairs.
Meanwhile, Elijah had just returned to a club in Bridgeport after inspecting a few districts. Clinton and a few city representatives were right behind him.
In a deep voice, he asked, "Nothing has gone wrong in Bridgeport lately, right?"
Clinton replied, "No. I've been observing the situation every day, and I haven't noticed anything off."
Clinton was the one in charge of Bridgeport. Every day, he was busy inspecting all the districts, and he would immediately deal with any problems he identified. However, since he was in charge of such a wide area, he missed the finer details.
For example, Hank and the leaders of certain districts had been secretly terrorizing civilians and demanding protection fees. Even after getting beaten up by them, the civilians were too scared to say a word. Someone at Clinton's level was unlikely to be aware of what was happening below the surface.
Elijah nodded and looked at everyone else. "What about other places? Are there any problems?"
"No," the person in charge of Lagersfield City stated.
Ryan Lockwood, who was in charge of Aeston, chimed in, "There's a bit of a problem. Recently, a new gang called Heaven's Gate has cropped up, and they're fighting with us for control. They've already stolen a lot of territory."
Elijah frowned. "That's a serious problem. Why are you only telling me this now?"
Ryan replied, "You were in Sunville. I tried calling you, but I couldn't get through. I thought they were just a small gang that would be easy to deal with. I didn't expect things to get so out of hand."
"I'll send backup to Aeston right away to restore the order there. Reese wanted a forbidden city with eternal peace, not some place filled with fighting and chaos. She might be dead, but we can't break the rules she put in place."
"Understood," Ryan responded. He wanted to say something more but hesitated.
"Say what's on your mind," Elijah said.
"This matter may be very difficult to deal with, Jace," Ryan muttered.
"How so?" Elijah questioned with an icy expression.
How could some tiny gang make Ryan so scared? Aeston was where the underground forces had started out. Every member of their forces there was the best of the best, and they had deeply rooted control over the territory.
